In the on-going first phase of construction alone, 294 hectares of land is being reclaimed. Sand, due to its porous nature is used to cover and weigh down on reclamation fill material in order to compact it and remove
pressure from water trapped within. Of some 100 cubic meters of reclamation fill material required for the current pier being built -- the second of what will eventually be four piers -- 70 percent will be from material dredged from the seabed or excavated from other local infrastructure projects like subway tunneling.
